It is possible and this can be a health concern. Serious upper-respiratory infection, damage to the voice box can contribute to the loss of voice in a cat due to pain or congestion. If a previously talkative cat suddenly stops meowing it is best to check with a veterinarian.

Sometimes cats can go through radical personality changes, with or without prompting from outside changes. This can result in a previously vocal cat becoming silent, or at least much quieter.

Problem is in the cat's laryngeal area. Respiratory infections and throat irritations can cause this. Sometimes it will take care of itself but a vet is recommended.

well this is a question that I need to think about. Asking so is similar to asking can human loss his voice? Well, there's nothing for sure. So my answer is Yes, everything can happen.
