In some places privacy is not an issue, such as in the country, or with no neighbors. You can use blinds underneath for privacy when needed.

Sheer curtains are partially see though, they offer a bit more privacy than having no curtains. Usually sheers are hung on a double rod with a heavier set of curtains. This way the heavier curtains can be opened but the sheers remain offering a small bit of privacy and diffusing the light a little bit.
