Dogs can get rashes. The first sign of a spot with a rash is that usually the dog will scratch or bite excessively at one spot. General skin rashes may not itch that badly, but are noticeable by excessive flaking skin when brushing. To tell if it is a rash or simply dry skin, check the skin for any irritation.

Yes they do. I am well aware because my sister's Yorkie has horrible allergies and gets red bumps that he scratches constantly. Also my German shepherd mix has some sort of allergic reaction to something and she chews her paws and legs.

If your dogs starts scratching a lot or biting their skin, they might have a rash. Allergies are a possible cause. Another cause would be if your dog got into a plant that causes a rash.
