Probably NOT, Stivectin (about $100 to $150 per 0.9 oz bottle) was one of several "over-the-counter" topical creams studied & compared with "botulinum toxin type A". 3 out of 3 Strivectin test subjects experienced "adverse events" i.e. serious side effects. (published in Dermatol. Surg./NIH PubMed) Strivectin is subject of U.S. FDA warning letter, U.S. FTC investigation(s), & class-action lawsuit(s).

It works pretty good to rebuild damaged skin areas. It's not a miracle cure but it will reduce stretch marks and blemishes. You can work the cream into the blemished areas and it will work to repair and regenerate. It will leave your skin smoother and softer with increased elasticity and firmness.

It is originally used as a cream to reduce stretch marks. The cream will need to be massaged at the problematic area regularly. It works as cellular level to promote the skin to repair itself and regenerate itself leaving more smoother and softer skin. It also improve the skin elasticity and firmness.
