If there are streaks from the paint from the wax or wheel that was used, you need to rebuff the car properly

The best way to remove streaks is to wet sand it back with 400 grit paper and respray. Lower grit paper will leave scratch marks that will show through.

To fix the streaks you will either need to buff them out if they are only slightly visable. If they are prominent, you will need to sand them out with fine sanding paper. In the worst case, you will need to repaint the portion that has the streaks. Be careful to apply evenly.

To get a quality top coat means that the primer must be perfect. So either strip it and respray it or remove the streaks. Try removing the high spots with a razor and sanding down the rest.

If you are talking about drip then they should be trimmed with a razor and sanded. If you mean you have a discolored are the it could also be sanded.
