Most people will say to add a little white to the paint but don't do it since it it causes paint to have more of a pastel tone. Go to your paint store and ask for a Color Wheel. Look at your color on it and it will give a corresponding shade to add to tone it down.

Add a small amount of black paint, or a very small amount of paint in a complementary color. Stir, and repeat until the desired results are achieved.

You didn't mention what type of paint you are using. Whether it is oil, fabric or water paint. If it is fabric or oil paint, simply add white paint to it, it will become lighter, and less bright. For water colors you can add few drops of water to it. It will make the color light.

You could use the color as a base coat for a faux finish technique such as sponging or rag-rolling. Or you could just repaint with a more toned down version of the color. The beautiful thing about paint is that it can be painted over.

If you aren't willing to change the paint color then you can go out and purchase darker accessories for your room. Dark curtains, wall art and furniture help take some of the focus away from your slightly too bright wall color.

I do not know about toning down but if you want to cover the color. I would suggest primer paint. It should take one or two coats.
