First of all clean the wood with cleaning warnish solution this gives a better effect to the wood which then becomes ready to absorb the paint applications which you need to cover up it is essential to allow both primary varnish solution and then paint applications to get dried completely before the second coat.

Remove all dust and foreign particles from wood followed by a coat of varnish. After that dries, varnish and when varnish sets, add a coat of latex paint.

Poplar takes paint really well. Prime it and then paint it with your chosen color. Latex works very well and is hassle free and mostly odor free (compared to oil).

Always start by gently sanding down the grain to strip away old varnish. Never sand across the grain. Once you have done this, then paint the would with a primar. This will help the coat of paint look fresh when it is applied. Put at least two coats of paint on your woodwork to complete the process.

Poplar wood as any other bare wood should be primed before it is painted. The kind of primer depends on the type of wood paint you are using. Latex vs Oil Base. Also the type of brush would be determined for use with latex vs oil base. Remember to always cover the area you are painting around.

This depends on the condition of the wood. If dirty you may want to clean the wood.It also depends on how smooth you need the surface to be. You may need to sand it to get the desired finish and then clean the dust off. Use a primer first on the bare wood then you can paint.
