The best way to clean a carburetor without removing is to spray carb cleaner down the flap of the carb while turning it open and close. You can also remove the bowels and clean the needles as well. That will ensure proper fuel flow throughout the carb.

Remove the carburetor from the manifold and drain the fuel from the float bowl. Then basically disassemble it, spray carb cleaner through all the parts, paying close attention to the jets. Then reassemble, adjust and install. A carb rebuild kit can help greatly.

If it is not too dirty you can just run it using a higher grade gasoline and a carb cleaner you can get from an auto shop.

Well if it is not very dirty simply running a few tanks of high quality fuel and carb cleaner should clean it. It is seriously dirty it will need to be disassemble and cleaned by hand. Use a rebuild book for your specific model as to the best way of disassembling it. It helps to take pictures as references.

The best thing to do is to get a good carb cleaner and take the carb off and spray it out. Make sure you have it completely dry because if you try to put it back on while it is wet you can cause more damage to your car if it is wet.
