Try using traps to lure them in. Most use a phermone. Make sure you put the traps away from your roses because it will lure the beetles to the traps.

A good way to keep Japanese beetles off of your roses is to make soapy water and pour it onto the roses.

They begin in June and are attracted by the rose scent. Planting garlic or similar plants will repel these beetles. Collect them early mornings. Insecticides are another option.

You can handpick the beetles and place them into a pale of water with soap. Using organic pesticides work as well.

Well there is a combination of things to try, I suggest putting out bird feeders to attract natural predators of the beetles, namely birds. You can also try to use phermone traps to kill the beetles but DO NOT put the traps anywhere near your garden or you will have more beetles than you started with.
