Well, there isn't any legal way to connect to an ISP (Internet Service Provider) for free. If you want to use a connection for a short time though you can find places that offer free WiFi. Whataburger, Barnes and Noble, Starbucks, and McDonalds all should offer a free WiFi connection.

If you mean like a wifi hot spot.On vista or windows xp search for available wireless networks and find all unsecured networks and connect to one of them.You can find wireless network manager app in your control panel.This is just general since I don't know the OS.

To connect to a free ISP connection like they have at many libraries, bookstores and even many fast food restaurants, you need to bring your computer and scan for the available wireless networks, and find the one that is for where you are and click connect, the only thing you may have to do to start is enter a password.

If you are connecting via airport just search for an unsecured wifi network and click connect.This is not recommended because you are liable to get a virus or information stolen.
