If they are in the tub. The first thing you will have to do is drain the tub. Next turn off the applicable breaker. Replace the defective parts and make sure they are sealed properly. Turn on the applicable breaker and re fill the tub. I would test after filling.

First you must empty the hot tub, then remove the outer shell and insulation around the light or lights to give you access to them. The you will be able to remove the lights. Generally the lights are not repairable, you need to replace either the entire light, or the bulb.

Unscrew the bulb screws. Then remove the bulb and replace with a working one. Be sure to replace the screws.

Hot tub lights are very dangerous to repair therefore the standard routine is to fully replace the entire light if problems develop

Drain all water from your hot tub and shut off all electrical power. At this point I would recommend contacting a professional but if you're intent on doing it yourself, you may now remove the fixtures and replace bulbs or attempt any other repairs.

You need to remove the access panel so that you can reach down and change the bulb. You normally do not have to turn off power to the tub, and the bulbs are 12 volt that plug in. I always replace all the bulbs on one side at a time.
