Same as any other breed or mixed dog. Look at the dog's underside. There will either be a penis and scrotum (male), or a vulva (female). If you aren't confident determining sex, a vet will do it, most likely for free.

The male puppy's penis is located low on the abdomen a few inches forward of the anus. The female ureter is position back between the legs in front of the vagina, which is located foward of the anus.

The sex of a basset pup can be determined like any other puppy. When the puppies are old enough, there will be a distintion between males and females. Females will have vulvas close to the anus, while males will have penises farther away.

Probably the same way you tell the sex of any other dog. Does it have a penis? It might be small if the dog is very young, but there is probably some genitalia difference between male and female puppies. Otherwise, at the young age, other differentiating sex characteristics probably haven't presented themselves.

The male's scrotum is located below the anus almost between the back legs. The female has a slit-like vulva located below the anus between her rear legs. The male penis is directed forward and lies on the back half of the abdomen.

The sex can be identified by taking a look at the genital area of a dog and this will help you distinguish the sex.
