The premise is that some Christians believe we have free will, others say we don't. I believe your friend is using his religion as an excuse not to do things.
Free Will Presbyterianism is like normal Presbyterianism but without the doctrine of election and total depravity. I'm not sure why he can't do stuff, he may just be weird.
