The speed of a car is measured by how long it takes for the car to get from one painted line on the highway to another. The aircraft monitors the time from the air.

Yes you can really tell how fast somethign is moving from an airplane. The most common way to do this is to measure the time it takes for an object to move between two points that you know the distance from such as lines painted on the highway a set distance apart.

Yes airplane car monitor the speed of a car similar to how another car can. A radar gun can sends a laser towards a vehicle and depending on how long it takes for the laser to reflect back the speed of the vehicle can be determined. A plane can also pace a car to find it's speed.
