Take them in an office and Give them a warning, explain to them about he/she being late all the time. Let them know the consequences of what will happen should this keep happening. Explain to them how hard it makes it on other employees.

You can coach a chronically late employee by first telling him what you want. It is necessary that the subject will know what the problem is and that you are serious about wanting him to be on-time. Setting yourself as an example will motivate him to do the same. Applying a reward or punishment system might also help.

Work the person and find out the reason he is late. Maybe you can offer some suggestions. After that document every conversation and have him sign the copy of the conversation. I would do this about a month and if things haven't changed you have enough documentation to terminate.
