If my car will not start does it mean the battery is bad?

Not necessarily, Your car can not start for a whole bunch of reasons including a dead battery. Your alternator could be bad, the battery could be good but not getting charged. You could have a fuse that's directly connected to the battery that popped if you got any stereo stuff.

This is a very common cause, but it's not one. If you can hear and feel the starter spinning the engine when you turn the key, it's likely something else.

It could be the cause but there are many other reasons it might not start. If none of the electronics function or the starter turns slowly then it's bad.

This could mean that the battery is bad but not always. Sometimes the alternator being bad could cause the car not to start.
