No country has NO laws regarding the cultivation, harvest, processing, sale and/or use of marijuana. Some countries are more strict than others, while others are far more tolerant, depending on the situation. Being in possession of a joint during a traffic stop is quite different than transporting 1500 pounds. To research the question more thoroughly, it must be more specific.

Cannabis (or marijuana) is legal in several countries. Right now, it is legal in Canada and in Amsterdam. It is also medically legal in the United States.

Cannabis isn't legal in any country. In the U.S., medicinal marijuana is currently allowed but that could be repealed due to widespread abuse. Various countries have liberal laws regarding use of marijuana, like in Amsterdam where there are shops where you can purchase and smoke it, but no country has open sale/use/distribution throughout the entire nation.
