Is "bi-monthly" every two weeks or every two months?

Bi-monthly actually means twice a month. For example, most people get paid by the companies they work for bi-monthly, instead of every week like different companies out there. But pay rate is usually the same.

Bi Monthly is every two months because bi means two and the phrase include "monthly" instead of using "weekly". Although there is more than one meaning of "bi" in current standard English it is most commonly used to denote a meaning of two, couple, and so on. It is obvious there isnt any weekly in the phrase.
