There are some circumstances under which this is a lousy idea, such as if one of you is married. That said, generally friendship is a great foundation for a deeper relationship because you know you have a real connection to the person--you are not just "in lust."

Yes, it is a great idea. Some of the best relationships are those of people who started off as friends. If both people involved share romantic feelings towards one another, go for it!
