Is it ok to pierce through scar tissue?

It's done, but most often by people who find hypertrophic or keloid scar tissue ornamental in its own right. As this is already neotissue it will be more inclined to heal slowly and to continue to grow larger rather than recede.

I asked a piercer this question; he said since the skin is scarred it will not heal correctly and it has a higher risk of tearing.

you can but the skin is a lot tougher and will take longer to heel but apart from that there arnt any problems with doing so. if your still unsure seek medical advice before hand.
