It is possible to run any business as a 'not for profit' enterprise. The business must still make money and be profitable then this profit is routed into charities or good social causes. It would be good to talk to the local tax office as well for advise.

You can open a restaurant as being non-profit. Invite family and friends to eat and not the paying public. There will not be a health issue as it is not a commercial business.

Yes. As long as you register it as a non for profit business with whatever location you operate in. It would be a draw to customers if you advertized this and the destination of their money as they buy food from the establishment.

Any sort of business can be not for profit. Thus, a restaurant can be a non-profit business. While this would be a little unusual, it has been done in the past, mainly when the restaurant is used as a training or educational institution.
