Is it proper to let your slip show in a button down skirt when crossing your legs?

A slip, like bra straps, should never be seen. Some slips have a slit which can be aligned with the front opening of you skirt. You could also wear a shorter slip. Of course, you can also simply cross your legs at the ankle, which is considered the most proper, anyway.

Your slip should not show at the bottom of your skirt when crossing your legs. It means your slip too long.

Professionally, no. It may be trendy if you are out for drinks or with your friends, but in a standard office, it's unprofessional and considered slopping. Try buying a slip with a foldable lace band at the top that will allow you to shorten/lengthen as needed for your skirts/dresses.

It is not proper to let your slip show in any circumstances. If the button down skirt opens at the bottom when you cross your legs, you may want to choose a shorter slip.
