Is there such a thing as "drive off laws"?

Most certainly. Driving off without paying for fuel, food, etc is theft. You can be charged under theft of services, misdemeanor theft, stealing, or many other laws. Charge and severity can vary according to jurisdiction and you certainly don't want to do this on federal land such as a park, reservation or base- your crime then becomes federal.

If you do not pay for your gasoline and leave you can be charged with drive off. You can also lose your drivers license and face a fine and jail time.
