Cuts and gashes should be treated by a veterinarian because of infections from rust or fighting with a diseased animal. Don't use oil based ointments which could interfere with healing.

If your cat has a gash on it's neck, first wash it out with soap and water. If it's not very deep, keep it clean and apply an antibiotic ointment. If it is deep, take your cat to the vet as it most likely needs stitches.

If it is very deep or looks like it needs stitches, take the cat to the vet. For a more shallow cut, clean the wound with water and then peroxide. Put on some antibacterial ointment and wrap it loosely; keep the cat in a confined, dry space and re-wrap at least once per day.

Take her to the vet right away because you don't want her to get an bad affectin. Make sure she is very comfrtable. I have five cats all girls. If any of my cats had a gash on their necks. I'm rashing them straight to the vet. But before you take her to the cover the gash ok.
