Either your cat never litter-box socialized, is acting out to something bothering him, like other cats he doesn't wish to share with, or he is not "peeing", he is spraying. Have him neutered, but be aware he may still spray after neutering. Ask your vet, this is a very common question and they may be able to suggest behavior modification.

Get him neutered to stop the territorial marking behavior. Clean the affected area thoroughly with pet product to remove scents. Provide him with clean litter box at all time. You can also limit him to a small part of the house with his litter box there and gradually give him more room as he uses the litter box to pee.

Has be been neutered? Start there. While that is going on, he needs to be checked for a urinary tract infection. Adding another litter box could help as well.
