There is a very good chance that the dog has hot spots you need to take it into the vet they have things they can give the dog to help as well as shampoos they can give you that you can bathe the dog with that will also help the hotspots and sooth the dog.

Many times when dogs itch, it is because they have very dry skin. If a dog scratches and bites enough at one area, it could cause him to loose the fur in that area. Definitely switch soaps that you use to wash him (maybe he's allergic to it), and clean all of his bedding to eliminate any irritations.

Staph infection, fleas or allergies are three possibilities. Staph causes pimple-like bumps and scaly skin in the itchy areas. Fleas are easily visible by checking the skin on the inside of your dog's thighs. Lots of things can cause allergic reactions. See your vet for appropriate treatment.

A lot of things cause these symptoms, most are parasites. Could be mites, mange, hot spots, fleas, ticks, skin fungus, severe dry skin or allergies.

There's a possibility that your dog may have skin allergies, or is allergic to something in the home. Have you changed his diet recently? It's also possible that the dog has fleas.
