No, it is not recommended including interests and hobbies on your resume. You should be hired based on your experience and possibly education (as appropriate). Interview skills, including personality, is the other basis for hiring an individual as in how well the person will fit in to the organization.

Yes, because it will show that you are an intersting,outgoing and fun person. That you like life and is capable of doing more than work, that your flexable.

You should not list hobbies or interests on your resume unless it shows experience for the job that your prior work history or professional credentials do not show. For example, if you are looking for a broadcast position and have worked in sales, listing amateur radio as a hobby is relevant.
