If the schools don't reprimand a disruptive kid, who will? Most disruptive kids aren't disciplined at home, which is why they cause problems in school. Instead of reprimanding, the schools should require the parents to take parenting classes and then come to school and monitor their own child's behavior.

The function of a school is to educate children. When one disruptive child prevents all others from learning, the school has every right to reprimand him.
