You should check the fuses and breakers first.Check the thermostat and see what the temp is set on.After you check the thermostat see if the indoor fan clicks on if on go outside and see if outdoor fan is running if not running and you breakers are not popped then you should call your local HVAC specialist.

Check your thermostat to make sure it is set on cooling. Turn the thermostat temperature dial down and see if you can hear the indoor fan kick on. If it is on check the outside unit to see if it is running. If it isn't check your circuit breakers.

Without Central air-conditioning one may need to soak an old cloth in luke-warm water and pat yourself with it and make sure all the windows in the building remain open.

When a central air conditioning unit is not working, the problem can range from a broken thermostat to a bad compressor. Proper action would be calling your local HVAC specialist.

The first thing you need to do is make sure the unit has power by checking breakers fuses etc. Then you will need to check the thermostat to make sure it is calling for the a/c to run.
