Marijuana has been legal for the majority of human history. Many cultures revered in for its medicinal and "spiritual" properties. In the United States, marijuana was legal up until the 1950's. Even today, marijuana is legal in the United States with a medical prescription.

Before the foundation of the Federal Drug Administration in 1906 Pure Food and Drugs Act, marijuana was only illegal in some states, not on a national basis.

Marijuana has been legal for most of the last several thousand years. Marijuana has been illegal for less than 1% of the period it has been used. In the U. S. some states began regulating it as early as 1906, and the Marijuana Tax Act of 1937 finished the job. Since then marijuana has become a major criminal profit source.

Hemp has always been legal somewhere in the world, in different forms. The drugs made from hemp have been made illegal from time to time but both the number of different laws and the degree to which laws on the books have been enforced has varied widely over time and will likely continue to vary.

Yes. And it remains so everywhere that it is not otherwise declared to be illegal.
