Computers communicate through a network(s). They send pieces of information across the network that are called packets. These packets contain information that will tell the computer(s) what to do, like display a webpage, or get your e-mail.

If there is internet connection in both the computers, it allows to communicate each other. You can send e-mail, pictures etc to other computers having internet connection. It can be used as a low cost phone. If both have web cameras, both can talk each other seing their faces each other.
