Floating hubcaps are style of rims primarily used on hot rodders or custom rodders. The purpose of floating hubcaps is to give the impression that while the car is moving, the hubcap is not. This is similar to the concept of the the "spinners", rims that spin while you drive, but floating hubcaps are stationary.

Well I believe you are referring to are hubcaps mounted to a wheel that stay stationary while driving. They are similar to a normal hub cap but attach to the wheel with a bearings. This allow the the rim to spins but not the hubcap at low speeds.

Floating hubcaps are hubcaps that make the wheels look as if they are not moving even though the car is in motion. Most commonly a weight is inserted at the bottom of the cap to prevent it from spinning.

There is no such thing as floating hubcaps. But some cars may have hubcaps over their rims so it makes the car look presentable.
