This type of speech would be when someone uses language that causes you to draw erroneous conclusions. These conclusions usualy have little factual grounds.

One prejudicial rhetorical device is the praeritio, the Latin for passing over. An example would be: I won't mention the fact that you killed your mother, only your tax fraud.
