A horse who has repeated refusals needs to find another line of work. Not all horses have the heart for jumping. You can try more ground work to make him more comfortable and work him into it, but he will probably never be able to excel.

Consult a trainer and eliminate any pain issues. Make sure you are not landing hard on horse's back post jump, or yanking on reins hurting his mouth. Check saddle fit. Check hooves and legs. Make sure horse is properly trimmed and not in pain from the feet. Work with a trainer and take lessons.

Don't force the horse. You're probably starting out too high. If the horse hasn't jumped a lot before it will be nervous. Start with ground poles and then go higher.

Lots and lots of patience and work. Never be upset with a horse not jumping. That will only make it worse. Walk your horse to the jump and let him see and smell the jump and then work with him with you on his back and be patience.
