Ask them what they think and then either build on that or nod and say things like, "Tell me more" or "Why do you think that will work? " You can also tell them you'd like some time to think about it and get back to them.

The first thing to do is to listen carefully to the person who is talking to you. If you can be empathetic with them, it can help in providing a suggestion because you may be able to offer some insight from your own experiences and knowledge. If you don't have a suggestion it is best to simply acknowledge this.

Be honest and say you have none, but don't stop there. Ask questions that will lead the person asking the question to think about what they really need. Between your questions and his answers, an idea should present itself in time.

What kind of suggestions are they interested in? Maybe reading more will help you converse better. Maybe you look like a person that would give suggestions. You must have an opinion about something. If you give someone an suggestion, that does not mean that they will do it or you would feel the consequence if it doesn't work.

The best thing you can do when you don't have suggestions for peoplee is to tell them that you can't think of anything right now and let them know that you'll get back to them if you think of something later.

If you are a person who doesn't have suggestions, then you need to open up your mind and put on your critical thinking cap. You need to think outside of the box, conceptualize the situation and how everything ties in together. The key words here are "Improvement" and "Possibilities".
