There's no way to answer this without knowing more specifics. It all depends on what you're getting, the size and style of the tattoo and the artists pricing. Artists usually charge by the hour with a minimum price set. Find an artist you like and explain what you want.

Hectograph pens are hard to find but it seems you could pay $3.95 and up for one. A hectograph pen tip starts at around that.
