You can make a formal complaint to noise control and I'm sure that the police knows that the calls about your dogs are phoney. (they deal with that sort of thing all the time). Unfortunately without actually con fronting him it is hard to deal with. Perhaps rally round some of the other people in your street.

You can check your areas noise pollution laws, most do not allow loud noises or music after 10 or 11 pm on weekdays, and 12 am on weekends. You can report him for disturbing the peace, and also filing false reports if your dogs are not a nuisance.
