What causes a feeling of being pinched at the base of my neck?

This can be caused from a pinched nerve in the neck. It starts in the neck and can cause pain through your shoulders, arms, and fingers. The affected area becomes swollen and numbness, tingling, and muscle weakness may exist. Other things like coughing and sneezing will increase the discomfort. Arthritis can cause the nerve to become pinched.

This could definitely be because of a pinched nerve. I would make an appointment to meet with a doctor, possibly a neurologist if your insurance covers it. It could be nothing, but with the spine you can never be too safe!
