The "dirty" surface of the penny is the oxidized form of the copper alloy used in the penny. "Cleaning" it is the result of an acid dissolving the oxidized alloy.

A penny is made out of copper. Depending on the cleaning liquid that you are using, a variety of reactions may occur. Usually, the most common thing is for a light green/blue deposit of Copper Sulphate to form.
