Like when a human itches their skin, the skin of a dog can get irritated and make those small white spots of dead flesh. Try taking your dog to a vet and see what kind of location or creme he would recommend.

The underlying cause of these symptoms can vary, although often the spots can be symptomatic of pyoderma. They could also be scars from trauma, or hairloss in that area.

There could be some sort of skin allergy that your dog is suffering from. I would suggest a dab of cortizone cream and a visit to your vet.

These may be signs of a skin disorder or an allergic reaction. Make sure you are using shampoos and soaps specially formulated for dogs. If this does not help, consult with a veterinarian as hair loss can sometimes be a symptom of a more serious problem such as alopecia.

Your dog is probably having an allergic reaction to something. If this is recent, try bathing your dog to see if you can wash off whatever is causing the allergies.

It's hard to say without seeing the dog, but it could be ringworm. The dog should be seen by a vet and have a skin scraping done to rule out anything serious and to get the proper treatment.
