This could be due to constipation, a problem with the anal sacs being infected and inflamed, or could be due to an anal tumor. If its the most common anal sac problem emoptying them out and getting antibiotics from your vet is the typical solution.

Your dog probably has worms or parasites of some sort. He could even be allergic to the carpet! You can find worm medicicine at most pet stores, but it would still be wise to bring him in for a vet check-up, because worms can be serious health risk.

Fluid overload in the anal glands or worms could cause the anus in a dog to swell. The owner or a vet can empty the glands by applying pressure to them. Place layers of gauze over this for sanitation reasons. If this does not work, their may be an infection in the anal glands.

Your dog is suffering from impacted anal glands. There are two little glands on the sides of the dogs anus. You can extract them yourself, but if they are already swollen you should take him/her to the vet. They can show you the proper way to do it yourself in the future.

There could be some king of infection. That is most likely. It could also be from sitting on something they are allergic to or something inflammatory like poison ivy.
