What doe it mean when someone says they are a fiscally conservative however they are socially liberal?

Generally speaking, this means a person believes the government should have a very limited role when it comes to intervening in the economy. They tend to favor the free market system, low taxation, and are opposed to socialistic redistributionist policies. Simultaneously, they tend to support certain personal freedoms. Libertarianism tends to be the closest political philosophy to describe this position.

When someone states that they are "fiscally conservative" and "socially liberal" they are talking about freedom. Fiscally conservative means they don't waste their money and don't care for it when the government is wasteful with THEIR taxpayer money. Socially liberal just means they want the individual to have the freedom to do what they want without the government setting rules.

A person who is fiscally conservative takes great measures to be responsible with regards to their finances. On the other hand, being socially liberal means that person is open minded to new ideas and concepts.

The former means that you believe the government should be careful about spending and government programs. Just pay for the important things. The latter means that your social views are less strict than some other views. And you can believe in some social programs.
