This means that people forget a lot of things. People forget so much stuff that what is forgotten resembles a sea, vast and deep. This also implies that forgetting is not always a bad thing, that sometimes there are things that are better off forgotten, and so whatever it is, you throw it in along with all else forgotten.

To 'cast' is to throw something far from you, like when a fisherman casts his fishing line into the water. To 'cast into the sea of forgetfulness' means to take something someone has said or done and throw it far away from you into oblivion—in other words, to make a deliberate choice to forget something.

It is part of a longer quote that comes from the Bible, and it means that when you ask God's forgiveness for your sins they will be forgiven and forgotten.
