It is proper to offer congratulations to the future groom and best wishes to the bride-to-be. A token gift is appropriate if one or both people are close to you.

To congratulate an engagement, it is proper to send a small gift or card to the home of the bride to be upon recieving the engagement announcement.

Etiquette means socially acceptable behavior. Bearing that in mind, of course it is socially acceptable to congratulate someone on their engagement, either verbally, with a card, or a token gift.

Always be excited when congratulating someone on their engagement. Never question the nature of their relationship or the length of time they have been together. this doesn't matter to them. Also if it is someone particularly close to you, a gift may be appropriate however if they are having an engagement party it can wait until that time.

If the soon-to-be wed are a personal friends or close aquaintances, then a card is appropriate. If, however, the couple is just a casual aquaintance, then a simple "congratulations" suffices.

Etiquette is quite clear about telling us it is always polite and kind to acknowledge such events. Perhaps the way the congratulations is extended should be discussed. If there has been a formal notice, in the newspaper, etc., a short note will most likely be very appreciated by the couple, wishing them best wishes on their engagement and upcoming wedding.

The future groom is congratulated and the future bride receives wishes for happiness. The future bride is not "congratulated" because it sounds like you're saying "Hey congrats on bagging a guy" which is tacky. This is referenced in etiquette books dating back years and years but is often ignored by well-meaning friends/relatives.

If you receive an announcement and an invitation to an engagement party, then respond as though it were a wedding. RSVP on time and send a gift.

If you're attending a traditional wedding, right after the ceremony and before the reception there will be a time to congratulate. This is the proper time to say something!
