Blue color on the face or around the mouth could be a lack of oxygen. If a cough is present, there could be a risk of pnuemonia. It is best to visit a doctor for an examination.

It could mean he/she doesn't have enough oxygen in his/her blood. It could also mean he/she is cold. See a doctor when short of breath, or if it isn't cold.

You should be in the ER if you are turning blue around the mouth that means your body is not getting enough oxygen and it could be effecting your internal organs as well as your brain you need to seek medical attention imediately. Call the doctor and tell them to meet you at the ER.

Absolutely. Actually you should go tot he ER for immediate treatment being blue aroung the mouth means a lack of oxygen and that can be very deadly if not treated immediately. You should never mess around with anything like that you life could definitely be in jeapordy if you don't get it diagnosed right away.
