You are actually thinking of "extradite", which means that they are moved from their current location or home to the place where they are being charged with a crime.
"Expedite" means to hurry something along, like a hearing, for example. "Extradite" is the process of bringing a criminal from one jurisdiction to another to stand trial on charges.
I think you may mean "extradite" which means ordering someone to be transported from one jurisdiction to another. I think there is probably a federal law which governs the procedure for 'state-to-state- extradition.
