What does it mean when a fish stays at the top of the water?

Typically a fish will follow a pattern of staying in the area where the water temperature is ideal. Depending on the type of fish and whether it is a salt water or pure water fish the temperature preference differs. However, if it is floating upside down on top its dead.

Could be many things, including not enough oxygen in the tank (because of poor aeration, dirty water, having too many fish in a small space), or overeating/bloat from overfeeding. Check how much food you are giving, change the water and get an air pump for the tank.

When a fish is floating on top of the water, it usually means it is dead. If the fish is not dead but just swimming on the top of the tank, there is a possibility of the water tempature being off.

Generally speaking, in our experience (and we've had tropical freshwater fish for years and years), it means that the fish is most likely on its way out. You can try some of the water treatment drops available at the pet store, but we haven't had much luck.
