If you bought your black moor with white around his eye, it might be normal. Some black moors have a light colored ring around their eyes. If the white around the eye just appeared, then your fish may have a fungal infection. Perform (more frequent) partial water changes regularly.

Most likely this coloration is a result of a fungal infection. Black moors require a significant amount of space in their tanks (20 gallons for one fish, and 10 gallons for each additional fish), and inadequate water quality can lead to fungal infections. Administer anti-fungal treatment and keep your tank clean.
