Write a letter to your landlord asking for the inspection. Keep a copy. Take pictures of the entire apartment on the day you move out.

Your move out inspection should be done prior to vacating the premises. If you have already vacated the premises, then depending on your location, you may have waived your right to do your own inspection. By default, all landlords will conduct their own inspection upon vacation of the rental property.

Move everything out and clean the residence and take pictures of absolutely everything. Even the inside of cabinets, closets, carpet, tile, walls, fixtures, etc. Make sure you get those pictures printed in a manner where the date shows on them. This will protect you if you have to go to court to get your deposit back. signed, ex-apartment manager

If a landlord denies a move out inspection, the landlord's rights will be diminished if s/he tries to bring suit later for damages to the apartment. See your state's landlord/tenant laws.
