It is a custom where no senator will vote on an appointee to office unless the senators from the state where the appointee resides consent to the vote. You can't use it to break the law and get away with crimes.

It is a way for senators to receive leeway for certain acts or crimes committed so as not to bring shame to the Senate or the American government as a whole. It is not breaking the law, and actually still gives consequences for elicit behavior. No one is above the law.
